Description
Request for Information THALLIUM ACTIVATED SODIUM IODIDE NaI(Tl) DETECTORS. --1. DESCRIPTION. The Domestic Nuclear Detection Office (DNDO) seeks information with regard to high production rate manufacture of Thallium Activated Sodium Iodide NaI(Tl) detectors. This Request for Information notice is issued to assess current manufacturing capacity and to solicit industrial mobilization recommendations and options from industry. --2. NOTICE. This notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, DNDO is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at responder expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of potential offerors to monitor these sites for additional information. --3. SUBMISSION. DNDO is seeking information from industry. If you have a product or capability that satisfies these needs, please reply to this notice in Microsoft Word or Microsoft PowerPoint. The response should be approximately 10 to 20 pages in length. Responses should be submitted no later than two weeks after this posting to Charlotte.Rupprecht@DHS.Gov (Contracting Officer) AND to Howard.Reichel@DHS.Gov (Program Manager). Vendors are advised that all submissions become Government property and will not be returned. All submissions will be protected as proprietary information. --4. PREFERRED DETECTOR CONFIGURATION. DNDO especially seeks information with regard to three configurations of NaI(Tl) detectors described herein: (A) 4X4X16 RECTANGULAR. 4 inch x 4 inch x 16 inch rectangular crystal with a single Photomultiplier Tube (PMT) integrated on one of the 4 inch x 4 inch surfaces; (B) 2X4X16 RECTANGULAR. 2 inch x 4 inch x 16 inch rectangular crystal with a single Photomultiplier Tube (PMT) integrated on one of the 2 inch x 4 inch surfaces; and (C) 6X6 CYLINDRICAL. 6 inch diameter x 6 inch tall cylindrical crystal with a single photomultiplier tube integrated on one of the 6 inch diameter surfaces. --5. DETAILED INFORMATION SOUGHT. Please include the following information: (A) PRODUCTION PROCESS. Description of your current production process at a high level, including a brief description of each step as well as a description of approximate time and complexity of each step; (B) PRODUCTION CAPACITY. Describe the current production capacity for each size and shape crystal and detector assembly; (C) PRICE. Unit price for each size detector along with, if required, estimated one time cost and lead time for improvements to meet production volumes of 50, 100, 500, and 1000 units per month for multiple years; (D) FACILITIES AND STAFF. Description of current facilities and staff; (E) EXPERIENCE. Description of past experience with regards to the manufacture of radiation detectors including production volume; (F) COMMENTS TO NOTIONAL DETECTOR SPECIFICATION. Based on your experience in the manufacture and deployment of Thallium Activated Sodium Iodide NaI(Tl) detectors, please provide comments to the Notional Detector Specification (Item 6. of this Request for Information Announcement); (G) BUSINESS TYPE. Identify your business type. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) is based upon North American Industry Classification System (NAICS) code 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing. The term -Small business concern- means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, with no more than 500 employees. Respondees are cautioned; however, that this is a general description only. Additional standards and conditions apply. For additional information, please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at www.arnet.gov . --6. NOTIONAL DETECTOR SPECIFICATION. (A) OPERATIONAL (INTEGRATED WITH PMT). 1) RESOLUTION: less than 8.0 percent FWHM (Full Width Half Maximum) at 662 keV; 2) RESOLUTION UNIFORMITY: The resolution shall not degrade to more than 8.2 percent measured anywhere on the active volume of the detector; 3) RESOLUTION STABILITY: The resolution shall not degrade to more than 8.2 percent up to count rates of 100,000 CPS(Counts Per Second) at 662 keV; 4) PULSE HEIGHT UNIFORMITY: The pulse height shall not fluctuate by more than 7 percent (measured relative to original peak position) measured anywhere on the active volume of the detector; 5) PULSE HEIGHT STABILITY: The pulse height shall not fluctuate by more than 7 percent (measured relative to original peak position) for a count rate changing from 1,000 to 100,000 CPS using a Cesium 137 (662 keV) source ; 6) DARK NOISE. The dark noise shall not be noticeable above 25 keV; 7) OPERATING VOLTAGE. The PMT operating Voltage plateau shall be at least 100 V in length; 8) DEGRADATION. There shall be no noticeable performance degradation of the integrated system subjected to a 30 Amp per meter 60 Hz magnetic field; 9) OPERATING LIFE. Operating lifetime of integrated package shall be greater than 10 years. (B) MECHANICAL. 1) TRANSMISSION. The detector packaging shall have greater than 75 percent transmission at 25 keV; 2) PMT INTERFACE. The integrated package shall be supplied with a 14 pin PMT and bare PMT socket (without a voltage divider); 3) PMT INTERFACE PINS. The PMT interface pins shall protrude from the detector to allow direct connection of tube base and or socket and or other electronics; (C) ENVIRONMENTAL (OPERATIONAL). The detector shall operate without producing false counts under the following conditions: 1) TEMPERATURE: -30 to 60 degrees C changing no more than 3 degrees C per minute; 2) VIBRATION: 5g RMS 10 to 500 Hz; 3) HUMIDITY: 5 to 95 percent RH (Relative Humidity), non condensing; (D) ENVIRONMENTAL (SURVIVAL). The detector shall also be able to survive the following conditions and be returned to operation without loss of performance of any kind: 1) TEMPERATURE: -50 to 100 degrees C changing no more than 3 degrees C per minute; 2) SHOCK: 500g 10 ms pulse. --7.
