Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation No. BAQ050012 is issued as a Request for Quotes (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-003, and apply to this acquisition: 52-212-1. Instructions to Offerors-Commercial Items, addendum to include FAR clauses 52.215-5 and 52.212-4. Contract Terms and Conditions-Commercial items. This solicitation provided for full and open competition. Contractors submitting a quotation must be registered in the Central Contracting Registration web site. The address to register is www.ccr.gov. The North American Industry Classification System (NAICS) code is 111998, All Other Miscellaneous Crop Farming, or Standard Industrial Classification Code (SIC) 0191 Grass Seed Farming or General combination crop farming. REQUIREMENT: The Bureau of Land Management, Bishop Field Office, Bishop, CA has a requirement for collection of native seed from the vicinity of the West Walker and Eastern Sierra Watersheds. Native Seed Specifications for Seeding Treatments on the Dana Fire and Material for Seed Banking Purposes A. General Description: Availability of native seed, especially local ecotypes for emergency fire and erosion control projects is often difficult to obtain. This project would enhance our capability to begin to obtain yearly collections of native seed from critical wildlife habitat areas, e.g. key mule deer and sage grouse habitat as well as unique plant assemblages. By banking these collections we would be able to not only respond to emergency "seeding" situations in a timely manner, but also be assured that the integrity of native plant gene pools is maintained. Seed material would be stored in an existing, cooperatively managed seed bank that is maintained by our local Eastern Sierra Weed Management. B. Seed Mixture Selection and Certification: The seed mixture for this landscape collection contract was selected by the Bishop Field Office Botanist and is based on agency policies, regulations and mandates. Seeds should be tested for purity and germination rates. There should be no more than 1 percent native species in the collection of seeds. Before accepting delivery of seed shipment the contractor must provide written evidence (seed label and letter) to the Field Office Botanist that the seed conforms to the purity and germination requirements in the specification. Test methods specified in the Rules for Testing Seeds, Proceedings of the Association of Official Seed Analyst would be acceptable for determining the germination rate. Seed designated without a purity or germination rate shall be labeled to include the name, date (month and year) collected, and the name and address of the seed supplier. Certified Pure Live Seed (PLS) from the following native species would be used for the project. If some of the species are not available, substitutions within the same price range would be allowed. Seeds for the Dana Fire would be from the West Walker/Eastern Sierra watersheds and would be seeded in the fall of 2005 depending on seed availability. Seeds for the seed banking portion of the project would be from the eastern Sierra region. Seeds will be collected and delivered August 31, 2005. FOB DESTINATION: All costs for transportation or freight from the shipping point shall be paid by the contractor and included in the unit price quoted for each line item. INSTRUCTIONS TO OFFERORS: Quotes must be submitted in writing on company letterhead and must include: RFQ number, the company name and address, point of contact, phone number, fax number, unit price, the extended price, grand total, any prompt payment discount terms, and documentation for qualifications. Offers will be due in this office no later than Monday, May 23, 2005 by COB.
