Description
This is a Sources Sought Announcement for the purpose of conducting market research only. There is no solicitation available at this time, and request for a solicitation will not receive a response. The Southern Region Contracting Center-East, Fort McPherson, Georgia is conducting market research to determine the existence of small business sources capable of performing as prime contractors on an installation multifunction requirement. The requirement is to provide all resources, management, and administration to perform Logistical Support Services for Fort Bragg, NC, including areas outside and within Army Regulation (AR) 5-9 area of responsibility, Intra/Interservice Support Agreements (ISA), National level Maintenance Programs (NMP), and designated Reserve Components. This requirement supports five (5) major functional task areas: 1. Supply / Services; 2. Material Maintenance; 3. Installation Transportation; 4. Force Modernization; and 5. Plans / Operations. Fort Bragg serves as the nations premier power projection platform for active and reserve component soldiers conducting operations in the Middle East and around the world; Installation logistics support requirements are demanding and continuously evolving as operational requirements change. You may view the performance work statement (PWS) at the Fort McPherson web site located at http://www.forscom.army.mil/aacc/ on or about 11 May 2005. Most acronyms and abbreviations used in the performance work statement can be found at the following website: http://www.fas.org/news/reference/lexicon/acronym.htm . The anticipated North American Industrial Classification System Code (NAICS) is 561210  Facility Support, and the small business size standard is $30 million. The Government will not reimburse any concern for information submitted in response to this Sources Sought request, and any information submitted is strictly voluntary. Firms submitting responses should indicate Whether they are a large, small, disadvantaged, 8(a), HubZone, service disabled veteran ,or woman owned business. All small business concerns are required to submit a Capabilities Statement demonstrating the ability to perform the Following: 1. The capability to manage complex, multifunctional Government requirements over the last five years covering a wide range of Directorate of Public Works or Directorate of Logistics (or combination thereof) activities to include the five (5) major functional areas stated above, identifying the largest, most complex contracts, description of what each contract provides, dollar value of each contract, number of employees for each, the types and range of skills for each, and point of contact with telephone number of the contracting activity for each contract; 2. Financial capability to support an estimated eight figure annual payroll; 3. Past performance information demonstrating relevant past experience in any of the task areas referenced above. 4. Current successful teaming arrangements with other small businesses and or large businesses. If performance in all five (5) major functional areas cannot be shown in their entirety, show which areas will be performed and which areas will be subcontracted. All interested business concerns are required to respond to this sources sought annoucement via email by 25 May 2005, 2:00pm EST. Responses shall not exceed 15 pages and must include company point of contact, email address, telephone number and fax number. The information provided in response to this sources sought annoucement will be used to finalize the acquisition strategy for this requirement If it is determined that responses received from small businesses do not address all five (5) of the required task areas and their locations, the final acquisition strategy may provide for this requirement to be compe ted on a unrestricted full and open basis. Large business concerns are not prohibited from responding to this annoucement.
