Description
The U.S. Department of Energy, Richland Operations Office, (RL) requires services to curate, evaluate, track, clean, store, inventory, preserve and display artifacts related to the Hanford Sites’ Manhattan Project and Cold War Era (hereby referred to as Hanford Collection). The 586-square-mile Hanford Site is located along the Columbia River in southeastern Washington State. A plutonium production complex with nine nuclear reactors and associated processing facilities, Hanford played a pivotal role in the nation's defense for more than 40 years, beginning in the 1940s with the Manhattan Project. Today, under the direction of the U.S. Department of Energy, Hanford is engaged in the world's largest environmental cleanup project, with a number of overlapping technical, political, regulatory, financial and cultural issues. The Hanford Collection includes, but is not limited to a telephone booth, signs, books, manuals, newsletters, videos, documents, gas masks, oxygen masks, respirators, and over 1200 photographs. The Hanford Collection must be (1) maintained in a manner compliant with Title 36 of the Code of Federal Regulations Chapter 1, Sections 79.9, 79.10 and 79.11, (2) available for study, analysis, loan or exhibition, (3) available for public viewing on a negotiated schedule but no less than 300 days per year with a minimum display area of 2,000 square feet, (4) displayed within the city of Richland, Washington. This acquisition is classified under North American Industry Classification System (NAICS) Code 712110, Museum Services. The size standard as defined by the U.S. Small Business Administration (SBA) for this NAICS code is $6,000,000. Contract Type and Estimated Value The government, as a result of this interest announcement, may award a fixed price contract for a period of one year with two one year options. Curation, preservation, and display responsibilities anticipated under this action are not intended to be fully funded and may require the sharing of certain costs. The contemplated annual government funding would be approximately $180,000. Content of Responses The purpose of this notice is to ascertain the extent of interest and capability of the business community related to the contemplated acquisition. Interested businesses are requested to submit a brief Statement of Qualifications including the following information: • Name and address of firm • DUNS number • Point of Contact (name, telephone number and e-mail address) • Relevant experience of the firm and individuals within the last five years providing services to store, handle, maintain and preserve historical artifacts. • Capabilities of the firm to perform the contemplated work (proposed display location, etc.) • Suitability and method of cost sharing i.e., donations (labor/facilities), other grants, admission charge, etc. The Statement of Qualifications is not intended to be proposals, but rather the information will be used by DOE in determining the availability of qualified offerors. All responses to this notice should be provided electronically not later than 8:00 PM Pacific Time, May 17, 2005, via IIPS. Interested parties are reminded that all current and prospective contractors of the federal government must be registered in CCR in order to receive an award.
