Description
The United States Environmental Protection Agency (US EPA), Office of Atmospheric Programs (OAP), Climate Change Division (CCD) has a requirement for contractor technical and outreach services in support of the Landfill Methane Outreach Program (LMOP). EPA's Landfill Methane Outreach Program is a voluntary assistance program that helps to reduce methane from landfills by encouraging the recovery and use of landfill gas as an energy resource. LMOP forms partnerships with communities, landfill owners, utilities, power marketers, states, project developers, tribes, and non-profit organizations to overcome barriers to project development by helping them assess project feasibility, find financing, and market the benefits of project development to the community. EPA launched LMOP to encourage productive use of this resource as part of the United States' commitment to reduce greenhouse gas emissions under the United States' Framework Convention on Climate Change. Successful awardees will assist the Government in the continued development of landfill gas emission reduction projects at landfills, both domestic, and international. EPA anticipates awarding multiple indefinite delivery/ indefinite quantity contracts to support this requirement. Each contract is anticipated to have one (1) 12-month base period and four (4) 12-month option periods. EPA intends to satisfy this procurement through Full and Open Competition. The NAICS code for this procurement is 541330. It is anticipated the solicitation will be released on or about May 24, 2005. The solicitation, Statement of Work (SOW), attachments, exhibits, amendments, etc. will be available via the Internet at EPA's internet World Wide Web site at: http://www.epa.gov/oamhpod1/admin_placement/0511536/index.htm . Prospective offerors are to monitor the Internet site for the status of this solicitation and shall download the solicitation any related documents from the Internet site as hard-copies of documents will not be provided without written certification that Internet capability is unavailable.
