Description
The National Institute of Environmental Health Sciences, Research Triangle Park NC, intends to award a sole source purchase order to Duke University Medical Center pursuant to U.S.C.253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for five (5) additional subjects to participate in an existing Pilot Study to investigate micronucleated erythrocyte frequencies in infants exposed to nucleoside antiretroviral drugs in utero and for six weeks postnatally. Two facilities, Duke University Medical Center and UNC-CH were hired to collect infant cord blood samples for NIEHS to analyze for chromosome damage. The protocol called for blood samples from 10 mothers and their infants. Five samples were to come from UNC and five from Duke. Duke has completed their samples and has potential to easily obtain five additional samples. UNC-CH and Duke University Medical Center were contracted initially because they were the only local facilities that could provide the samples needed in a timely manner because they were the only ones with approved protocols and available patient populations identified. They were also the only ones in close proximity to NIEHS and to each other. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of date of notice to Elaine Shoaf at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of the date of this notice to determine whether a qualified source is more advantageous to the government, an order will be placed with Duke University Medical Center.
