Description
Justification for Brand Name or Equal is as follows: The equipment described in paragraph 3 consists of new and additional SCBA items needed to provide respiratory protection equipment that is specifically designed to meet current program requirements and maintain existing program functions within Navy Region Mid-Atlantic Fire & Emergency Services. NRMAFES utilizes Mine Safety Appliance (MSA) respiratory protection equipment in support of its comprehensive respiratory protection program, thereby insuring the highest level of respiratory protection for the first responder. NRMAFES has established a MSA inventory consisting of oxygen cylinder tanks, breathing apparatuses, hoses, air packs and regulators, and bench stock repair items. Also, NRMAFES has purchased expensive and specialized tools to make repairs on MSA equipment. Integration of MSA upgrade and repair equipment into the existing respiratory program is considered critical for continuity and uniformity with the fire department?s respiratory program. MSA component parts, such as, bypass valves, valve assemblies, threaded hose assemblies, diaphragm assembly, valve forks, relief valves, slide adapter assemblies, inlet disc's, speaking diaphragm, retaining rings, o-rings, regulators, harnesses, integrated personal alert safety system, face pieces, rapid intervention connections, heads-up display (HUD), etc. are patented and specifically designed and compatible with only MSA manufacturer respiratory equipment. Utilization of another manufacturer's component parts would result in incompatibility of form, fit, and function. Examples of form, fit and function are: different inside & outside diameters of O Rings, different threads per inch between attachment hardware, flow & pressure inconsistencies, valve flow rates, regulator adjustability, hose specifications and lengths, testing procedures, torque values, harness material length & width, HUD ability to accurately receive transmitter signal, etc. Purchase of respiratory protection equipment not manufactured by MSA will result in respiratory protection equipment replacement financial cost of $2M. Replacement figure does not take in to account cost to purchase bench stock repair items and tools, compliance training for all personnel, software replacement for specialized testing equipment, etc. Furthermore, MSA respiratory protection equipment complies with Occupational Safety and Health Administration (OSHA) regulations and National Fire Protection Association self-contained breathing apparatus standards.
