Description
Information Needed: SOURCES SOUGHT SYNOPSIS: This is a Sources Sought Synopsis announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWAR DED FORM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community (Small Business (SB) Small Disadvantaged Business (SDB) to include Section 8(a), Historically Underutilized Business Zones (Hubzone), Veteran Owned Small Business Concern (VOSB), Service Dis abled Veteran Owned (SDVOSB), Historical Black Colleges and Minority Institutions (HBCU/MI), and Indian organizations and Indian-owned economic enterprises) to compete and perform a Firm Fixed Price Indefinite Quantity Contract. The Government is seeking qualified, experienced sources capable of performing multi-media environmental and occupational safety and health compliance audits/assessments; preparation of complete or partial Environment Impact Statements(EIS), En vironmental Assessments (EAs), Environmental inventories and related special studies documentation; hazardous waste inventories and recovery plans; cultural resources investigations; air emission inventories permit applications, and conformity analyses; s torm water pollution prevention planning; pollution prevention opportunity assessments, baseline environmental/human health risk assessments; Aquatic and ecosysterm restoration studies and plans; Endangered species compliance; Wetland studies and reports a nd other scientific and technological investigations to accomplish the mission and complete environmental assignments for the Environmental Resources Branch, Planning Division, Fort Worth District, U.S. Army Corps of Engineers. All work will be for the S outhwestern Division Boundaries (Primarily for the Fort Worth District). Work shall involve multi-disciplinary environmental investigations and other studies for any of a variety of Federal military and civil work entities. Department of Defense (DoD) en tities may include military installations or facilities operated by, leased to or administered by the United States Government, including, but not necessarily limited to, National Guard, United States Air Force and Air Force Reserves, United States Army and Army Reserves. Civil work support may also be performed for Federal agencies, including, but not necessarily limited to, the Corps of Engineers (Civil Works planning actions or natural resource development), General Services Administration, Federal Aviation Administration, Immigration and Naturalization Service, Bureau of Land Management, and Department of State. The contractor must be able to fulfil l the requirements related to the following key areas: ecosystem restoration, biology, NAPA (National Environmental Policy Act), and environmental compliance. All work shall be conducted by the contractor with a primary emphasis on assisting the Fort Wor th District in providing support to Military and Civil entities with their compliance with environmental laws and regulations. The contractor shall, depending upon the particular scope of work contained in any individual delivery order, conduct appropriat e field surveys, site visits, interviews, prepare required research designs, conduct literature searches, execute suitable studies and prepare satisfactory reports, perform site monitoring and hazardous material investigations, site mitigation through data recovery, and laboratory projects. The Government anticipates task orders to range from $2,500 to $1,000,000. The Government is requesting that members of the Small Business Community interested furnish the following information: (1) Company name, addr ess, point of contact, telephone number, and email address. (2) Type of Small Business Community member (Small Business (SB) Small Disadvantaged Business (SDB) to include Section 8(a), Historically Underutilized Business Zones (Hubzone), Veteran Owned Small Business Concerns (VOSB), Serv ice Disabled Veteran Owned (SDVOSB), Historical Black Colleges and Minority Institutions (HBCU/MI) Indian organizations and Indian-owned economic enterprises) under the North American Industry Classification System (NAICS) code 541620 which contains a size standard of $6,000,000.00. (3) Identify servicing Small Business Administration District Office. (4) Provide a general statement of your capabilities. (5) Provide no more than three (3) references, for no more than three (3) of the most recent and re levant contracts, performed within the last three (3) years. Include name, address, telephone number, and email address of references. Also, provide a brief description of the work performed, contract number, total contract value, and period of performan ce. Contracts must be same or similar to the work described in this announcement. Existing and potential Joint-Ventures, Mentor-Prot, and teaming arrangements are acceptable and encouraged.
