Description
This proposed procurement is Unrestricted. NAICS Code 237990, size standard $28,500,000.00. ADAL Ballistic Testing Facility ICE, Altoona, Pennsylvania is being advertised as a Request for Proposal. This request for proposal requires separate techn ical and cost proposals to be evaluated based on Best Value for award of the project. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Estimated cost of construction is between $500,000.00 an d $1,000,000.00. Completion of work required no later than 335 calendar days. Work will consist of 2,300 SF partial basement addition to and alteration of the existing DHS/INS/NFU Ballistic Testing Range, including upgrade/replacement of the HVAC IAW, th e INS/NFU Firing Range Design Standard, Mar 2001, and the NIOSH PB2166426 Lead Exposure and Design Consideration for Indoor Firing Ranges. Included are water resistant finishes, floor drains, walk-in cooler with compressors, new gas fired water heaters, t elephone/communications room security system, fire alarm system, environmental testing area. Large Businesses must submit a Subcontracting Plan in accordance with Section 00100 of the solicitation package. The Small Business Goals are 65% of the total va lue of subcontracted work. Of that 65%, 20% shall be with Small Disadvantaged Businesses (SDB), 10% shall be with Women Owned Small Businesses (WOSB), 3% shall be with Historically Underutilized Businesses (HUB Zone), 3% shall be with Veteran Owned Small Businesses (VOSB) and 3% shall be Service Disabled Veteran Owned Small Businesses (SDVOSB). All responsible sources may submit a bid which shall be considered by the agency. Contractors requests for this solicitation will be performed through ASFI. Con tractors may register to be placed on the Bidders/Offerors mailing list by going to the website: https://www.ebs.nab.usace.army.mil. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. The media thro ugh which the Government chooses to issue this solicitation is the Internet only. This solicitation will not be issued in paper. In order to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. must include the name of the particular project. All deliveries, packages, etc. of more than one box or container must be bound together by tape or other means. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. For information regarding future registration, contract CCR Web site at http://www.ccr.gov. Other information regarding registration can be obtaine d through CCR Assistance Center (CCRAC) at 1-888-227-2423 or 269-961-4725. It is imperative that all small disadvantage businesses contac t their cognizant Small Business Administration Office to obtain Small Disadvantage Business Certification. Without SBA SDV certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontr actors.
