Description
The contractor will provide professional healthcare resource services to include physician(s) to support specialized dermatology needs for eligible VA or military patients. A board certified or board eligible dermatology physician is required to provide the full scope of telemedicine services to assess, diagnosis, and recommend treatment for skin, hair and nail problems for new and follow-up patients. The physician(s) must have: evidence of active unrestricted medical licensure; compliance with all JCAHO standards as pertains to the delivery of dermatology services; evidence of United States citizenship; and current malpractice insurance. All services provided must be performed within the United States of America or its territories. The sending of electronic information outside the U.S. regarding Department of Veterans Affairs' patients is strictly prohibited and will not be allowed. All persons providing services under this contract must be able to read, write, speak and understand the English language. The contractor will provide a written diagnosis and suggested treatment plan in response to the dermatology consult request. The contractor will notify the appropriate COTR when a patient needs to be evaluated in person for immediate treatment or requires surgical intervention. The most frequently used CPT Codes that will referenced for services required under this contract are: CPT: 99201, 99202, 99203, 99211, 99212, 99213, 99214, 99241, 99242, 99243 . All consult written responses will be required to be provided no later than 72 hours after receiving the consult request. The consult request will be sent electronically to the contractor. Selected vendor staff will be allowed to have restricted access to the government's Computerized Patient Record System (CPRS), to include store forward images and written patient data, for the purposes of receiving and responding to tele-derm consult requests. All contractor physician(s) providing services under this contract must go through the VA credentialing process. Contractor personnel who require access to the Department of Veterans Affairs' computer system must satisfy all requirements for appropriate security eligibility in dealing with access to sensitive information and information systems belonging to, or being used on behalf of, the Department of Veterans Affairs. Tele-Dermatology is a new program for the VA. The contractor providing the required tele-dermatology services will provide assistance in the development, implementation and use of store forward technologies. The system required must be a complete end to end tele-dermatology store forward turnkey solution, to include training of VA tele-dermatology technicians on photography and complete management of consults and application. The contractor will provide the application and technical support for installation of software/hardware as required to VA owned computer workstations. Telecommunication and telemedicine equipment required for the tele-dermatology services will be provided by the VA after equipment compatibility issues have been reviewed. Support of the tele-dermatology program will be provided by the contractor to all recognized and participating users of this contract. Support services to be provided and made available by the contractor during normal business hours will include telephone and e-mail support of physicians and technicians. The government will provide administrative, technical and coordinating support at each participating VISN-23 site. This procurement is conducted under full and open competition procedures. The NAICS code is 621111 "Offices of Physicians" and the small business size standard is $8.5 Million per year (averaged over 3 years) Federal Acquisition Regulations under FAR 12 and FAR 13 will be followed for this procurement. FSC Code Q for Medical Services applies. Response to this solicitation will be due by 2:30 pm Central Time on May 24, 2005. Solicitation documents are attached to this FedBizOpps Announcement.
