- Request for Information The Executive Office for United States Attorneys (EOUSA) is seeking contractors with expertise in designing and developing Java 2 Enterprise Edition applications. GSA Schedule 70 contractors that have expertise in designing and developing J2EE systems are encouraged to respond to this RFI. Respondents should reference RFI number 4Q-EOUSA-0008, and include the company name, GSA Schedule Number, fax number and the name, telephone number and e-mail address of a point of contact. Respondents are also encouraged to comment on the attached Statement of Work (SOW). EOUSA is interested in learning what additional information should be provided in the SOW, what changes are recommended, and any other modifications that respondents believe would encourage more responses to the RFQ and improve the quality of the submitted quotes. Mr. Ervin Spivey, Ph: (202) 616-6434, FAX: SAME Background Information The Executive Office for United States Attorneys (EOUSA) provides general executive assistance and direction, policy development, administrative management direction and oversight, operational support and liaison services for the 94 United States Attorneys' Offices (USAOs). As part of this mission, EOUSA provides information technology services to the USAOs. Detailed information regarding the mission and functions of the EOUSA can be found on the Internet at http://www.usdoj.gov/usao/eousa/index.html. The EOUSA Case Management Staff (CMS) is converting the existing case management system from a client/server, Oracle Forms implementation to a web system. CMS is seeking GSA Schedule 70 contractors who are expert at designing web applications using Java 2 Enterprise Edition (J2EE) technologies to design and develop the web system. The Legal Information Office Network System (LIONS) is the current case management system. CMS maintains the LIONS source code. Each USAO uses a separate instance of the database and application to manage the office caseload. Each LIONS instance is operated over the local area network within each USAO. The Enterprise Case Management System (ECMS) will replace the multiple instances of LIONS with a single, centralized web system. ECMS will operate over the wide area network connecting EOUSA and all USAOs. Significant requirements analysis and design work has been conducted on the LIONS to ECMS conversion. Some prototyping code for ECMS has been developed. Note: After receipt and review of the information obtained through this RFI, EOUSA intends to establish a Request for Quotations (RFQ) to complete the ECMS design, system development, and deployment to all 94 USAOs. EOUSA does not intend to award a contract on the basis of this RFI or otherwise pay for information provided.
