Description
The United States Strategic Command (USSTRATCOM) mission is to establish and provide full-spectrum global strike, coordinated space and information operations capabilities to meet both deterrent and decisive national security objectives, and to provide operational space support, integrated missile defense, global C4ISR and specialized planning expertise to the joint warfighter. USSTRATCOM’s Acquisition and Contract Management Division (USSTRATCOM/J81) is responsible for acquisition management and planning for all USSTRATCOM computer systems supporting HQs Automated Data Processing (ADP), war planning, and command and control missions. USSTRATCOM/J81 and the 55th Contracting Squadron at Offutt Air Force Base conducted a Command and Control information briefing on 9 November 2004. The purpose of the briefing was twofold; it provided the vision of the USSTRATCOM C2 program, acquisition, and contracting approach. Also included were descriptions of current C2 projects and a discussion of the portfolio of contracts used by the C2 program. The second purpose was to offer DoD contractors the opportunity to provide feedback on the Government’s future acquisition and contracting plans. Since the 9 November 2004 industry briefing, USSTRATCOM acquisition planning has progressed with much feedback received from the contractor community. The purpose of this information notice is to provide an update on USSTRATCOM’s Command and Control (C2) acquisition strategy. Included is an update to the C2 Information briefing that provides status of requirements currently on the Computing Environment STRATCOM Architecture (CESAR) contract that ends on 30 September 2005. The final update to this briefing, detailing how USSTRATCOM will align requirements to different contract vehicles, is expected to be posted to FEDBIZOPS by the end of April 2005.
