Description
The following work will be performed at the Robert A. Grant Federal Building & U.S. Courthouse, 204 S. Main Street, South Bend, Indiana. The scope of work consists of but is not strictly limited to, furnishing all labor, material and equipment necessary to provide a Fire Alarm and Sprinkler Protection System with new supervised, non-coded addressable, multiplex voice type fire alarm system that is independent and separate from the building’s existing status and temperature control system. Provide new wiring and conduit raceways, terminal cabinets, outlets and mounting boxes, control equipment, alarm and supervisory signal initiating devices, alarm indicating devices, addressable devices, field addressable interface devices, visual and audible notification appliances are also needed. New fire alarm speakers shall be arranged so that each adjacent speaker is on its own separate circuit, i.e., two speaker circuit per floor. Notification devices (Fire Alarm Strobes) shall be arranged with two separate circuits per floor, and adjacent strobes on separate circuits. The separate circuits for both speakers and strobes shall be distributed vertically in two separate remote vertical risers. Provide new water-flow detectors, pressure switches, tamper switches for each building sprinkler system. Provide new manual fire alarm pull stations at various locations, new photoelectric smoke detectors in each electrical, main telephone equipment rooms and similar rooms. Provide new smoke duct smoke detectors to initiate shutdown of dedicated air handlers. Provide new fire alarm speakers in stairwells and elevator cabs for manual emergency communication from command center. Provide a remote annunciator panel at the main lobby entrance where fire department enters the building. Provide system printer to record all alarm, supervisory, and trouble conditions without loss of signal. Provide new smoke detectors in all elevator lobbies and elevator machine rooms, only activation of these detectors shall cause recall of elevators. Provide an automatic voice type fire alarm system that shall be designed for total evacuation with pre-recorded messages. The estimated cost range for all work is between $1,000,000.00 and $2,000,000.00. This procurement is open to all business concerns. The North American Industrial Classification Code (NAICS) is 238210. This is a negotiated procurement; there will not be a public bid opening. The solicitation will be available on or about April 1, 2005. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. In order to obtain information from FedTeDS, you will first be required to register with CCR (Central Contractor's Registration) database. You may access CCR at the following URL, www.bpn.gov. Once you register with CCR you will be required to register with FedTeDS. No federal materials can be downloaded until you have registered under both sites. You may access FedTeDS via the following URL, www.FedTeDS.gov. Also, beginning January 1, 2005, as required by the Federal Acquisition Regulations (FAR) all vendors will be required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission. You may access ORCA via the following URL, www.orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation.
