Description
(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This proposed action is for services for which the Government intends to solicit and negotiate one source, Choice Point Asset Company, under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies. Persons may identify their interest and capability to respond to the requirement (see xiv). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. See numbered Note 22 for further specifics. (ii) This solicitation HQ0095-05-T-0115 is a Request for Quote (RFQ) for the AutoTrack XP on line database program with Choice Point Asset Company. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03, effective 11 April 2005. (iv) The applicable North American Industry Classification code is 541513. The Small Business Competitive Demonstration Program does not cover this procurement. (v)& (vi) CLIN 0001- AutoTrack XP online database STATEMENT OF WORK This statement of work is a request for the Pentagon Police Department (PPD) Criminal Investigations and Internal Affairs Division to enter into a contract with the ChoicePoint Asset Company for the continual use of their on-line investigative intelligence-tracking program known as AutoTrack XP. We have been using this database on a month-to-month as needed basis for two and a half years using a flat rate agreement with the company (DPS 9177827) paid via the Government IMPAC card. Agency Requirements: The PPD Criminal Investigations and Internal Affairs Division requires an online database system with the ability to locate suspects involved in fraud, theft and other significant crimes involving DoD assets and/or personnel. The system would also be required to use a minimum amount of available information in order to track a suspect?s personal history using publicly accessible information/records. Contractor Provided Services: The proposed contractor for this service is the ChoicePoint Asset Company, which will provide the following services to the Government: 1. Access to the Auto Track XP information database owned by ChoicePoint Asset Company. The AutoTrack XP database which will allow the investigator to cross-reference capabilities of suspects and subjects of Federal criminal investigations. The contractor using the following databases built into Auto Track XP will provide these services. a. Faces of the Nation Basic Report ? includes current address information, historical address information, date of birth, social security numbers, telephone numbers both past and present b. National Comprehensive Report ? includes summary of assets, driver?s licenses, professional licenses, real properties, vehicles, cross reference of names and associates by home address and street listings c. Business Comprehensive Reports ? linkage to national and state databases for additional information on assets, vehicles, real-time telephone listings, trademarks, and licenses under the suspect?s real or corporate record name located in this area or another state or jurisdiction Information may be targeted for a specific state or random search across the country. d. Specific reports on liens, judgements, and bankruptcies; DEA controlled substance licenses; Employer Identification Numbers (FEIN) when available; Death Filings; Aircraft & Pilot?s licenses; Marriage information; money transmitters, securities dealers; sexual predators; tangible property; unclaimed property. Concealed weapon permits; worker compensation; divorces; specific telephone listings 2. Contractor will provide Government point-of-contact the ability to add or delete personnel for database access and provide those personnel with individual passwords for access to the system. 3. Contractor will provide 24 hours, 7 days a week availability to the Auto Track XP program and insure full time Government access to the system. (vii) Delivery: Service is required May 11, 2005 through May 12, 2006. (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial Items. The following provision is being added as an Addendum: FAR 52.214-31, Bidders may submit facsimile bids as responses to this solicitation. (ix) The following provision does not apply to this acquisition: FAR 52.212-2, Evaluation ? Commercial Items. Award will be based on the best value to the Government, including the contractor?s ability to meet the solicitation requirements and price. (x) Offerors are to include a completed copy of provision FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items. (xi) The following provision applies to this acquisition: FAR 52.212-4, Contract Terms and Conditions ? Commercial Items. (xii) The following clause is applicable to this acquisition: FAR 52.212.5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. The following FAR clauses within the aforementioned clause are applicable: 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-16, 52.222-19 and 52.232.33. In addition, the following DFARS clauses apply to this acquisition: 252.204-7004, Required Central Contractor (CCR) Registration and DFARS 252.212-7001. Vendors may obtain CCR information by calling 1-888-227-2423 or via the Internet at http://ccr.gov ONLY FIRMS REGISTERED IN THE CCR ARE ELIGIBLE FOR CONTRACT AWARD. (xiii) There are no additional contract requirement(s) or terms and conditions necessary for this acquisition that are consistent with customary commercial practices. (xiv) There is not a Defense Priorities and Allocations System (DPAS) number assigned to this acquisition. (xv) See numbered Note 22.
