NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SEE ATTACHMENT ONE (1), STATEMENT OF WORK, FOR SPECIFICATIONS AND REQUIREMENTS. SEE ATTACHMENT TWO (2) SOLICITATION PROVISIONS FOR INSTRUCTIONS TO OFFERORS, EVALUATION, AND OFFEROR REPRESENTATIONS AND CERTIFICATIONS. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition Provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition ADDITIONAL INSTRUCTIONS TO OFFERORS: OFFERORS SHALL include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with offers. OFFERORS SHALL include a detailed discussion of Offeror's technical capability to meet the Government's requirement in accordance with the SOW. OFFERORS SHALL include a detailed price breakdown in accordance with the SOW. OFFERORS SHALL include past performance experience in the form of a listing of three (3) recent and relevant contracts for the same or similar items, including a brief description of the services/supplies provided, contract numbers, points of contact with telephone numbers and other relevant information The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
