- The Department of the Navy, Naval Surface Warfare Center Indian Head Division, intends to award multiple firm fixed priced purchase orders to commercial manufacturers of Detonating Cords. Based on test requirements and funding availability, award quantities may vary. The government reserves the right to award purchase orders for some, but not all detonating cords to any given manufacturer. The following Limited Sole Sources are being solicited: Ensign-Bickford Aerospace and Defense, Austin Powder Company and Shock Tube Systems Inc. The procurement consist of the purchase of detonating cords that are loaded with Composition A-5 (IAW MIL-E-14970), Composition Ch-6 (IAW MIL-C-21723) or PBXN-8 (WS 32587) in accordance with the governments statement of work which list specific vendor requirements. The offeror shall provide a firm fixed price offer F.O.B. Destination to Indian Head, Md. The applicable North American Industrial classification System (NIACS) code is 32592! 0. The FSC code is 1375. The resulting contract will be a firm fixed price contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of 10 U.S.C. 2304 (C) (1). See Note 22.
