Description
This procurement is issued pursuant to the simplified acquisition procedures in Chapter 13 of Federal Acquisition Regualtion, Subpart 13.003(b)(1) which requires that the acquisition of supplies or services that have an anticipated dollar value exceeding $2,500 and not exceeding $100,000 be reserved exclusively for small business concerns. Contractors are requested to submit both technical and cost portions of the quotation separately. Award will be made to the contractor whose quotation is determined to be the best value in meeting the government requirement. Issuance of this quotation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of a quotation. Scope of Work Objective: To design an integrated marketing strategy and solution for USAID?s GDA Secretariat. Background: The Global Development Alliance (GDA), a recent initiative of the U.S. Agency for International Development (USAID) has had considerable initial success in developing alliances between USAID and a large number of private businesses, foundations, NGOs and other groups. Increasingly, USAID field offices are seeking to meet their development objectives and deepen the impact of their activities by operating through public-private alliances. GDA desires to create a private sector outreach and relationship management strategy which will help guide its efforts to further build awareness of the GDA model and create new opportunities for alliances with private sector partners. The contractor?s work will focus on public affairs, media, brand marketing and some advertising services. Statement of Work The Contractor shall: 1. Develop an outreach and relationship management strategy document which includes the following components: Define the outreach and customer relationship management goals of GDA Identify potential partners for mission, regional and global partnerships Craft and refine the GDA message Develop an integrated communications plan Identify appropriate tools and methodologies for successfully managing on-going relationships with partner organizations 2. Assist USAID staff with implementation of the strategy over a 12-24 month period by: Identifying appropriate speaking engagements and networking events for GDA personnel Utilizing your organization?s network of contacts to create new opportunities for dialogue with corporations, foundations and other non-traditional USAID partners Advising USAID on appropriate media outlets in order to apprise members of the media of USAID?s successes accomplished through public-private alliances Period of Performance: The contractor?s period of performance shall not exceed 12 months. Place of Performance: Washington, DC metro area and possibly some domestic or international travel. Eligibility: Contractor must have 10 years of marketing experience. Deliverables: 1. Outreach and Relationship Management Strategy (due 6 weeks from signature) 2. Outreach Advisory Services (ongoing over life of activity) Illustrative Estimated Level of Effort Labor Category Estimated Level of Effort Deliverable 1: Senior Marketing and Customer Relations Management Consultant 80 hours Junior Marketing and Customer Relations Management Consultant 160 hours Deliverable 2: Senior Marketing and Customer Relations Management Consultant 50 hours Junior Marketing and Customer Relations Management Consultant 160 hours Instructions to Offerors Prepare a brief (no more than 3 pages) technical proposal that details how the Statement of Work and deliverables will be accomplished Include resumes and letters of commitment for proposed personnel Proposed fixed hourly price for each proposed person Provide estimated level of effort for each deliverable Prepare a budget which will include other direct costs of $8400 for travel and material costs Evaluation Factors: Cost and technical will be of roughly equal importance. The following evaluation factors are listed in order of importance: Demonstrated capability and experience in the conceptualization, strategic planning and design of marketing projects or marketing programs. Demonstrated experience in assisting U.S. Government institutions to clearly express their message. Demonstrated experience in assisting U.S. Government institutions in outreach.
