- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to procure Ring Laser Gyro Navigators (RLGN) and Ring Laser Gyrocompasses (RLG) including Technical/Test Program Support and Engineering Services. The base year provides for up to thirteen RLGNs of various configurations. The solicitation also includes 2 option years for quantities of up to eighteen RLGNs and up to thirty-six RLGs. The solicitation will be issued to Northrop Grumman, Sperry Marine since it is the original equipment manufacturer and sole supplier of the inertial navigation systems. It is the only company that possesses the design, data, and expertise necessary to provide the supplies within the time required to meet the Navy?s requirements. No other source has the technical qualifications and the necessary resources to perform the work described herein. See Numbered Note: 22
