Description
Title: Patient Simulator with Electronic, Computer Interface NAICS Code: 339112 Surgical and Medical Instrument Manufacturing Product Code: 69 Training Aids and Devices PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for modified-commercial items prepared under FAR Part 13.5 Test Program for Certain Commercial Items, and prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. Proposals are being requested and this announcement constitutes the solicitation request. This requirement is being issued by GovWorks under the Department of the Interior Franchise Fund on behalf of Healthcare Support Office, Naval Medical Center, Portsmouth, VA. Far 52.212-3 Offeror Representations and Certifications-Commercial Items: Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. GovWorks Procurement will handle the solicitation, and resultant contract administration as well as payment of invoices. GovWorks is a Federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act and provides contracting support to all Federal and DoD Agencies. The successful Offeror will be required to complete electronic banking information for electronic payments, and MUST be registered in CCR - www.ccr.gov. All responsible and responsive offers to this solicitation wall be considered by the Agency. Due Date Information: The due date for responses to this RFQ, both technical and cost, shall be via electronic submission to susan.lawson@mms.gov on or before May 13, 2005, 2:00 pm Eastern Standard Time. All inquiries must be via email, and all questions and responses will be posted to the FEDBIZOPS website as an amendment to this original announcement. Questions concerning this solicitation MUST be submitted no later than May 6, 2005, 2:00 pm Eastern Standard Time. Product Description with Required Quantities: BASIC SPECIFICATIONS 1 each adult sized and 1 each infant sized, portable, electronic, computer interfaced, interactive patient simulator, designed to train healthcare professionals to perform life sustaining procedures on patients, who have suffered a medical emergency or traumatic event. 2 compressors, 2 power control units, two carrying cases and 2 computer workstations required to allow for two independent systems. 1. Realistic, life size mannequins, to include head, all limbs and appendages. Mannequin must be capable of lying down or sitting up. 2. Anatomically realistic airway and bronchial tree, including normally accepted landmarks. Allows for all standard basic and all advanced life support airway skill interventions, including surgical insertion of needles or tubes via the exterior throat. Airway capable of reproducing a range of medical complications that temporarily inhibit advanced emergency procedures such as the placement of an airway tube to the lungs via the nose or mouth. 3. Lungs inhale and exhale air and provide audible breath sound. Air pressure that can be present in only one lung or both lungs simultaneously. Collapsed lungs may be re-inflated by needle insertion or placement of a tube in the chest wall. Chest wall tubes when inserted drain fluid. Lung inflation is driven by an air compressor with 110 volt compatibility. Compressor compatible with both adult and infant simulator. 4. Simulated cardiac capabilities include: heart sounds that have a controlled variable intensity. The ability to insert a needle into the heart and withdraw fluid. A patient monitor capable of displaying heart rhythms, patient blood oxygen levels and blood pressure information. An extensive software library of heart rhythms, heart sounds, plus, basic CPR capabilities and defibrillation or external pacing capabilities. Three- four lead electrocardiograph monitoring capable. 5. Patient pulses that can be felt in the neck, groin, wrists and feet and are variable based upon the patients blood pressure. Blood pressure that may be manually measured. 6. Intravenous needles may be inserted in the arm or back of the hand and receive a fluid return 7. All skin areas that are designed for needle puncture or surgical incision, including internal veins must be replaceable. 8. The capability to insert a urinary catheter and drain fluid. 9. The ability to replicate and simulate trauma injury to the patient. 10. All Mannequin controls are computer interfaced and able to be centrally controlled by one computer. 11. Portability of the entire simulator package, weight of the mannequin approximately 75 lbs, weight of the infant mannequin approximately 40 lbs. Includes carrying case or bag. 12. Warranty including all parts and labor for 1 year from the date of purchase. 13. Installation/onsite setup and training required. 14.
