Description
Point of Contact, Sophia H. Clark, 601-631-5812. THIS IS A 100% SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS PROCUREMENT. It is the intent of the Vicksburg District Army Corps of Engineers to procure the services of security specialists to provide security related functions in accordance with government programs such as Physical Security; Personnel Security; Industrial Security; Information Security, Antiterrorism, Protective Services; Access Control; and also investigators who shall provide prelim inary investigations of incidents and criminal activity. These functions shall be in support of the Security and Law Enforcement Office of the Vicksburg District / Mississippi Valley Division of the U.S. Army Corps of Engineers (a consolidated district an d division office). Investigations shall determine if a violation of law, lawful order, regulation, or directive has occurred. Contract personnel shall work with and provide assistance as necessary to federal agencies such as: the US Army Criminal Inves tigations Command (CIDC); the US Department of Labor, Office of the Inspector General (DOL-OIG); the US Department of Justice; and other federal agencies. Contractor personnel shall not detain, apprehend, or arrest any person in the performance of their d uties under this contract. The contract period will be for a base year and four option years. To receive the award, the bidding company must have performed successfully in providing security specialist and criminal investigative services to the federal g overnment a minimum of one year. This experience must include preparing criminal cases and testifying before grand juries and courts at the federal level. Selection of a contractor will be made by an integrated assessment of the proposals submitted. T he integrated assessment will involve a determination by the Government of the overall merit of each offerors proposal. All offerors proposals will be comprised of a technical and cost proposal. The technical proposal will be evaluated for management ca pability, personnel experience/qualifications and firm experience/past performance and assigned an adjectival score. This evaluation will be accomplished without reference to cost. Cost proposals will not be scored, but will be evaluated for reasonablene ss by cost/price analysis. The total estimated contract cost, to include the base year and four option years, will be considered as an independent element from the technical proposal. Cost proposals will be reviewed for completeness, credibility and comp atibility with the technical proposal. It is the Governments intent to evaluate offers and award a contract without discussions; however, the right is reserved to conduct discussions if the Contracting Officer deems it necessary. If no award on initial offers is made then the procedures of FAR Subpart 15.3 -- Source Selection, will be followed in making award. THIS REQUIREMENT IS 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS FIRMS. All responsible service-disabled veteran-owned small business sources may submit a proposal which shall be considered. The Request for Proposals (RFP) will be available at the Vicksburg Consolidated Contracting Office (VCCO) web page at http://www.mvk.usace.army.mil/contract on or about 29 Apr 2005, with a closing date for receipt of proposals on or about 31 May 2005. Hard copies will not be available. It is the offerors responsibility to monitor the web page for the release of the Solicitation (and amendments, if any). Potential offerors will be respon sible for downloading their own copy of the Solicitation and any amendments. The NAICS Code and Size standard are 561611 and $10.5 Million, respectively. See Note 29.
