Description
1. NA The U.S. Army Corps of Engineers, New York District intends to enter a sole source contract with the firm of Conserval Systems Inc. of Buffalo, NY under the authority of 10 U.S.C. 2304 (c) (1) and FAR 6.302-1 (a)(2) which states the following: When the supplies or services required by the agency are available from only one responsible source, or, for DOD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy a gency requirement, full and open competition need not be provided for. This agreement is to provide design, fabrication and installation services in support of the Fort Drum ECIP Program. The design, fabrication and installation of an unglazed, transpire d solar air collector system (solar wall) will be used to preheat ventilation air on existing maintenance facilities at Fort Drum. The system shall have an efficiency of approximately 75% and shall be installed and controlled to maximize the system effici ency. After installation, the system operations will be monitored by the Department of Energy for performance including efficiency, energy savings, and payback. The system performance will be monitored for a period of not less than one year. The total contract value under this sole source agreement shall not exceed $2,500,000. The NY District is performing a Market Survey to determine if there are any interested qualified firms having the capability and capacity to perform these design services which in cludes preparation of plans, specifications and cost estimates as well as fabrication and installation of the solar wall equipment. Interested firms will be expected to assume full professional responsibility and liability for the design, purchase and inst allation of the solar walls. Interested firms shall have at a minimum, two (2) years of past experience in the design, fabrication and installation of solar walls. Performance period for this work is 365 calendar days. 2. The government intends to issue a contractual document for the work on/about 30 June 2005.THIS NOTICE OF INTENT IS NEITHER A REQUEST FOR COMPETITION NOR SOLICITATION. No solicitation is available, however, interested parties may express, in writing, th eir interest and document their bona fide capability to fulfill the requirement NLT 16 May 2005 at 12 Noon, LOCAL Time. Such information will be reviewed to determine if it is necessary to conduct a competitive procurement.
