Description
The proposed project consists of construction of an earthen dam embankment across Honey Creek, to create a seasonal and permanent ponding areas. The lower portion of the dam will be used as open channel for the emergency spillway of the ponding area . An existing abandoned county road will be reconstructed on the crest of the proposed dam embankment and open channel spillway. The ponding area behind the dam will be controlled by stoplog structures, one placed at the bottom of the creek for cleaning and completely emptying the ponding area and the other at elevation 913 feet to control the seasonal ponding area. The construction of the 973 long earthen dam will require 25,300 CY of compacted impervious fill from a borrow area located within the pondi ng area. The side slopes of the dam will be protected by 24-inches quarry run rock. A 10-foot wide berm will be place 8 feet below the top of the embankment. A coarse aggregate toe drain will be constructed at the downstream toe of the embankment to col lect seepage and increase the stability of the landside slope during high water elevations. The estimated construction cost is between $250,000 and $500,000. It is strongly encourage to attend the Pre-Bid Conference/Site Visit, scheduled for 6 June 2005 at 12:00 noon at Pin Oak Lodge, 45996 Hwy 14, Chariton, Iowa. Plans and specifications will be available at the site. Estimated time of completion: 90 days from Notice To Proceed. Solicitations are web based and will be available on or about 3 June 2005. Registration will be required to download the solicitation and any amendments at the U.S. Army Corps of Engineers, Kansas City District website at http://www.nwk.usace.army.mil/con tract/contract.html. Bids are due 6 July 2005, no later than 2 p.m. Central Standard Time. The successful bidder will perform, in accordance with the provisions of Clauses 52.219-14, Limitations on Subcontracting, at least 15 percent of the cost of the c ontract, not including the cost of materials, with its own employees. A subcontracting plan is required with this submittal. This is a firm fixed price contract. There is a new Federal Integrated Acquisition Environment (IAE) initiative called Online Rep resentations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the representations and certifications required by the Federal Acquisition Regulations and pre viously found in solicitations. According to the language in FAR case 2002-024, vendors are required to use ORCA beginning 1 January 2005.
