- In accordance with Office of Management and Budget (OMB) Circular No. A-76, dated May 29, 2003, the United States Patent and Trademark Office (USPTO) hereby announces its Performance Decision of the streamlined competition pertaining to the USPTO's requirement for Pre-Grant Publication Classification Services. These Classification Services are performed on patent applications submitted for processing to the USPTO in Alexandria, Virginia and are currently being performed by approximately 59 FTE. The Streamlined Competition Form (SLCF) was completed on April 28, 2005 and indicates that performance of the affected services by the private sector would be more cost effective than continued performance by government employees. In accordance with the revised OMB Circular A-76, no party may contest any aspect of this streamlined competition. The SLCF will be made available to the public upon request. This is not a solicitation and therefore proposals are not requested. A separate announcement will be made to solicit proposals from the private sector.
