- McMeadow East Stewardship Project is located approximately 15 miles west of LaGrande, Oregon in the McCoy Creek Drainages of the La Grande Ranger District, Wallowa-Whitman National Forest. Restoration objectives for the project area are: Improve Forest Health ? Provide growing space for healthy trees and reduce fuel loadings; Reintroduce Fire ? Provide mechanical fuel treatments and preparatory work to manage the effects of the return of fire as a disturbance mechanism; Improve soil and aquatic conditions ? Provide for soil and riparian function and productivity; Provide timely soil erosion control measures and restorative work; Utilize Timber Resources ? Provide wood resource to forest product industry; Improve Road Management ? Provide construction, reconstruction, maintenance and obliteration to meet project area transportation plan and resource needs. To accomplish these objectives, the Solicitation and resultant contract will include the following components: stand cleaning/thinning, mechanical fuels reduction, snag and down wood management, timber removal, sub-soiling, and road work. The awarded contractor will be required to schedule work in a logical progression and sequence which provides for efficiency and completion of work within a unit or area of the project. Within product removal units, sequence of work shall provide for cleaning/thinning, and product removal prior to fuels reduction. Close attention shall be given to any performance restrictions, which will be stated in the Solicitation and resultant Contract. The resultant contract will be a Task Order Service contract with provisions for timber removal. The solicitation will be available on or about May 16, 2005. Section L of the Solicitation will contain the pre-proposal tour/conference information. Performance Bonding will be required. Hard copies of the solicitation will not be available.
