Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and FAR 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is the Request for Quotations. This is set aside for small businesses. The contract will be Firm-Fixed Price. The period of performance shall be one base year with four one year option periods, if exercised. The contractor shall provide a real time Web-based service, which integrates multiple traffic cameras that will monitor activities and highways around the Nations Capitol (Washington, DC; Southern Maryland; Northern Virginia). The Web-based service will provide anywhere anytime access for public safety and emergency management along with providing information to improve situational awareness, incident assessment and allow quick response to threats. The web-based application must be existing and fully operational. The web-based application will be password protected and accessible from any Internet connected computer or workstation. Maintenance of the web-based application will be provided by the contractor. The software shall be fully functional with DHS Management Directive System MD #4900, ?Individual Use and Operation of DHS Information Systems/Computers? which can be accessed at https://dhsonline.dhs.gov/portal/jhtml/community.jhtml?index=4&community=Management&id=2000580015. Upon request the vendor must provide DHS with a live audit/preview of the product prior to award. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors Commercial Items; 52.212-2, Evaluation Commercial Items; Paragraph (a) insert: The Government intends to award to the Lowest Priced, Technically Acceptable offeror. 52.212-3 Offeror Representations and Certifications-Commercial Items. The offeror is required to submit a completed signed copy of these provisions with their offeror. 52.212-4, Contract Terms and Conditions-Commercial Items 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items These FAR Provisions and Clauses may be accessed via the World Wide Web at http://www.arnet.gov/far/. Interested parties should forward a quote electronically via e-mail to brenda.musgrove@dhs.gov by 2:00 PM local Washington DC tine on May 6, 2005. Questions pertaining to this RFQ shall be submitted via e-mail to brenda.musgrove@dhs.gov no later than 2:00 PM ET on May 4, 2005. DHS will neither reimburse any costs relative to responding to this synopsis/solicitation nor be responsible for any costs relating to any presentation made by a respondent. See Note 22.
