- The Department of Defense Education Activity (DoDEA) intends to negotiate a sole source award with the Lewis Center for Educational Research of Apple Valley California to develop the GAVRT (Goldstone Apple Valley Radio Telescope) Project. This notice is not a request for proposals. However, interested parties may respond to the requirement or submit a proposal by the response date of this notice. Responses received to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement would be in the best interest of the government.
