Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source purchase order entitled, ?Addressing the Safety Culture and Climate Survey?with Gantz Wiley Research for the services of Dr. Leo Brajikovich, under the authority of Federal Acquisition Regulation (FAR) Subpart 13-106-1(b). Under this purchase order, Dr. Brajikovich will be conducting team building sessions and providing all supporting facilitation tasks to assist the Office of Chief Financial Officer (OCFO) Division Directors, Deputy Division Directors, Team Leaders and Staff with developing actions that can be implemented to improve the OCFO workplace environment. Dr. Brajikovich was a major player in NRC?s Safety Culture and Climate Survey conducted in Fiscal Year 2002 that identified improvement is needed in the OCFO workplace environment. Dr. Brajikovich developed and implemented the approach, tools, and guidance for identifying actions to make improvements, and assessed the effectiveness of the actions taken through focus groups and individual interviews. Dr. Brajikovich is currently conducting team building sessions with OCFO senior management. Consequently, Dr. Brajikovich possess unique organizational development and workplace culture skills, particularly those relevant to the NRC and OCFO, that are necessary to move the OCFO organization forward in improving the workplace culture and continue the process initiated. He has established a high level of trust with OCFO senior managers and staff which is critical to the success of this effort. Using the services of another contractor would require a duplication of effort that would not be recouped through competition. To bring another contractor up to the level of competency of Dr. Brajikovich would result in additional estimated costs ranging from $25,000 to $35,000 and additional time to complete the work ranging from 6 to 8 weeks. Another contractor would have to gain expert knowledge of the survey structure and results, review the approach methodology employed by the OCFO to develop actions to improve the workplace environment, review the assessment results of those actions, and develop a new approach and action plan to conduct team building sessions. The period of performance is approximately five months from date of contract award. This notice of intent is neither a request for quotes or a solicitation of offers. Interested firms must submit written capability statements demonstrating their ability to perform the required services to the above address not later than 15 calendar days from the date this announcement appears in the Federal Business Opportunities. Capability statements that do not fully demonstrate the respondent?s ability to satisfy the requirements above will not be considered.
