Description
NASA GSFC/WFF plans to issue an Invitation for Bids for Building V-24 Addition at NASA's Goddard Space Flight Center, Wallops Flight Facility, Wallops Island, Virginia 23337. The scope of work for this project shall include, but is not limited to: A 2 story addition to Building V-24. The addition will be steel framing with metal deck and concrete composite floor and metal deck roof structure, with steel stud, exterior wall panels. This roof consists of insulation with a modified bitumen roofing system. The structure includes conrete piles, pile caps and foundation. Interior finishes include vinyl composition tile, suspended acoustical ceiling panels, gypsum wall-board, interior metal doors and exterior stainless steel doors. Electrical work includes expanding the following exisiting systems: lighting, power, paging, fire alarm, lightning protection and grounding. HVAC work includes: ductwork, grilss/registers/diffusers and expanding an existing 2 pipe (HWS/HWR) VAV system and provide new fan-powered boxes. HVAC work also includes expanding an existing 4 pipe (HWS/HWR, CWS/CWR) system and providing new blower coil unit. The total price offered shall be the total price for work as shown on the specifications and drawings. The work shall be complete. It includes furnishing, as applicable, or may be required, all contractor?s plant, equipment, safety devices, labor, tools, materials, supplies, and services, and performing all operations necessary for or incidental to a complete project in conformance with the drawings and as set forth in the various sections of the specifications. The order of magnitude for the procurement is between $500,000 and $1,000,000.00. The Requirement shall be completed within 270 calendar days after notice to proceed. The NAICS code for the procurement is 236220. The corresponding size standard is $28,500,000.00. This requirement will be solicited as a 100% set aside for small businesses. The anticipated release date of the IFB is on or about May 16, 2005 with an anticipated offer closing date of on or about June 16, 2005. The firm date for receipt of offers will be stated in the IFB. Bid packages containing specifications and drawings will be available at a nonrefundable cost of $75.00. Requests are to be forwarded to: NASA/GSFC, Ray A. Stevens, Code 210.W, Wallops Flight Facility, Wallops Island, VA 23337 and shall include the requestor's phone and fax numbers and shall identify the package being requested by name of project and/or IFB number. Payment shall be made in the form of a certified check, company check, or money order, made payable to ?NASA?, which must accompany the request. No personal checks or cash will be accepted. All qualified responsible sources may submit a bid, which shall be considered by the agency. This synopsis is also an intent to synopsize the pre-solicitation notice. No telephone requests accepted. Collect calls not accepted. No provision in this notice in any way obligates the Government to pay any bid preparation costs. An ombudsman has been appointed See Note "B" as explained under NASA-SPECIFIC NUMBERED NOTES. The solicitation for this procurement will be available over the Internet. (Specifications and drawings are available in paper format only. See above ordering instructions.) These documents will be in Microsoft Word or RTF format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor this site for the release of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for - June 2, 2005 (c) Participants will meet at Visitor's Reception Building N-127 (End of Provision) All contractual and technical questions must be submitted in writing.
