Description
NAICS Code: 334516 The U. S. Environmental Protection Agency, National Risk Management Research Laboratory, Land Remediation and Pollution Control Division (LRPCD) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b), with RJE International, Inc. for a COBRA-TAC submersible navigation computer. LRPCD requires an instrument with the capabilities to map bottom topography, navigate accurate grid patterns, mark and relocate waypoints, and survey the bottom using geodetic data points while submerged underwater. The instrument will be used in support of habitat mapping, and clean and contaminated sediments related field research and PCB risk management research. As part of this research, LRPCD must be able to find and relocate equipment and research sites and map bathymetry and the location of habitat at depth below the water's surface. The COBRA-TAC is the only instrument available provides a diver with the ability at depth to map the bottom topography (Bathymetry), navigate accurate grid patterns, mark and relocate waypoints, and survey the bottom using geodetic data points. Moreover, the COBRA-TAC is the only submersible navigation and survey platform that is completely autonomous and operates without the need for acoustic baselines or floating surface buoys. EPA market research indicates that RJE International, Inc. is uniquely qualified to provide an instrument in accordance with the specifications mentioned above. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of providing such an instrument. Such documentation must be submitted in writing to the EPA Point of Contact within 15 days of electronic posting of this notice, prior to Thursday, May 12, 2005 at 10:00 AM eastern time. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13 - Simplified Acquisition Procedures.
