- NAICS Code: 334516 The U. S. Environmental Protection Agency, National Risk Management Research Laboratory, Air Pollution Prevention and Control Division intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b), with TSI, Inc. for a Model 3090 Engine Exhaust Particle Sizer. This office requires an instrument capable of measuring the size distribution of fine particulate matter (PM) in the range of ~ 5 to 500 nm with a fast response on the order of 1 Hz or better. TSI, Inc. is the only known U. S. company manufacturing such an instrument. EPA market research indicates that TSI, Inc. is uniquely qualified to provide an instrument in accordance with the specifications mentioned above. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of providing such an instrument. Such documentation must be submitted in writing to the EPA Point of Contact within 15 days of electronic posting of this notice, prior to Thursday, May 12, 2005 at 10:00 AM eastern time. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13 - Simplified Acquisition Procedures.
