- REGION 8 START III SOLICITATION PR-HQ-05-10166 THIS LANGAUGE IS TO CLARIFY/CORRECT ANSWER NUMBER TWO (#2). Questions and Answers Question 2. Please confirm that there is no Small Business or 8a/Disadvantaged Business requirement for this work (or any other set aside such as HUB Zone etc). Answer 2. The START strategy is for : one (1) Full and Open competition, resulting in one (1) contract under this solicitation. There will be at least two (2) other set-asides from other solicitations.
