REGION 8 START III SOLICITATION PR-HQ-05-10166 Questions and Answers Question 1. How would we get a list of firms and contact information for those firms that have registered to receive information on this solicitation? Answer 1. We do not have a Source List, we only have a list of small businesses who responded to the Sources Sought notice. This list can be accessed at, http://www.epa.gov/oamsrpod/ersc/start/ssb4.pdf. Question 2. Please confirm that there is no Small Business or 8a/Disadvantaged Business requirement for this work (or any other set aside such as HUB Zone etc). Answer 2. The START strategy is for : one (1) Full and Open competition, resulting in one (1) contract under this solicitation and at least two (2) other set-asides. Please stay posted to fedbizopps for their announcements. Question 3. Assuming that there is no set aside for this work, does EPA still anticipate teams to be formed that include large prime firms with affiliated smaller, local firms to enhance response time and staff flexibility? This question relates to what EPA has done on other similar contracts and/or sees as a responsive submittal Answer 3. This is an individual firm business decision. In addition, the RFP does not have any prohibitions on subcontracting, except under the "LIMITATION OF FUTURE CONTRACTING (START) (EPAAR 1552.209-74) and under the CONFLICT OF INTERESTS clauses in the RFP. The RFP, amendments and other information related to this procurement will be posted on EPA's Office of Acquisition Management website, at the following URL: http://www.epa.gov/oam/index.htm. At the above web page, scroll down to "Business Opportunities with EPA" and select the "Solicitations and Amendments" link. Then select " Superfund/RCRA Regional Procurement Operations Division." Under the Solicitation and Amendments heading select "Superfund Technical Assessment and Response Team III, Region 8." All information related to this procurement will be available at this link through the date of award. The estimated award date is on or about August 5, 2005. Award will be made on a best value basis with technical being of greater importance than cost/price. The North American Industry Classification Standard (NAICS) code 562910 applies.
