- The Marine Corps Systems Command (MARCORSYSCOM), Quantico VA intends to modify the Expeditionary Fire Support System/Internally Transportable Vehicle (EFSS/ITV) contract with General Dynamics Ordnance and Tactical Systems of St. Petersburg Florida to add an extended range 120mm caliber mortar round. This high explosive round shall meet Insensitive Munitions (IM) and the US Navy Weapons Systems Explosive Safety Review Board (WSESRB) compliance requirements, be capable of a minimum of 17 kilometers range, and be fired from the 120mm rifled mortar tube provided as part of the Expeditionary Fire Support System (EFSS) program. The desired accuracy is a maximum circular error probable of 20 meters at 17 kilometers. In order to be of use to the fleet the round must be capable of being qualified by the Naval Ordnance Safety and Security Activity (NOSSA) for transportation aboard US Navy ships. The development phase of this effort is expected to be awarded on a cost plus a! ward fee or cost plus incentive fee basis, and will leverage off of on-going EFSS weapon system and ammunition development efforts in order to provide this capability concurrent with the planned EFSS Initial Operating Capability date. MARCORSYSCOM intends to negotiate, on a sole source basis, to modify the current EFSS/ITV contract, Number M67854-05-D-6014 with General Dynamics Ordnance and Tactical Systems of St. Petersburg Florida. Statutory authority for this sole source purchase is Title 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1. General Dynamics Ordnance and Tactical Systems is the sole U.S. licensed representative for the family of 120mm rifled ammunition. This notice is for informational purposes only; no formal solicitation will be issued as a result of this announcement. A Determination by the Government not to compete this proposed contract based upon any responses to this notice is solely within the discretion of the Government.
