Description
INTRODUCTION: This is a Request for Information (RFI). The Space and Naval Warfare Systems Center-San Diego (SSC-SD) Airborne FORCEnet (AFn) Integrated Product Team (IPT) team is being lead by the RF Communications Systems Division (284), with support from other divisions at SSC-SD and PEO C4I and Space. The AFn IPT is bringing a worldwide, wide-band FORCEnet capability to aviation platforms using Internet Protocol (IP) over the Secret Internet Protocol Router Network (SIPRNET), the Non-Secure/Non-Classified Internet Protocol Router Network (NIPRNET), and the Joint Worldwide Intelligence Communications Systems (JWICS). The Office of Naval Research (ONR) has funded the IPT to evaluate commercial off-the-shelf (COTS) networking technologies, applicable to air platforms and transition that capability to a program of record (POR). The transition agent for the product to an official POR will be airborne Automated Digital Network System (aADNS). DESCRIPTION: The purpose of this RFI is to identify potential sources that are interested in responding to a future solicitation for efforts involving aADNS. Potential respondents are requested to submit an Information Statement, not more than three (3) pages in length that provides the information requested under INSTRUCTIONS below: REQUIREMENTS: In order to meet Chief of Naval Operations (CNO) guidance, air platforms will need to tap into the Global Information Grid (GIG) and implement FORCEnet. The prototype system, being developed by SSC-SD makes joint force collaboration possible by providing the conduit to collect, process, and share information in a fully integrated and networked environment. The SSC-SD IPT???s conceived router/computer configuration (see figure 1) contains the following general characteristics: 1) operations independent of the classification level of the connected network; 2) readily commercially available; 3) logistically supportable; 4) sufficiently rugged and sturdy (i.e. withstand carrier landings and take-off); 5) small and lightweight (i.e. install on Unmanned Aerial Vehicles); 6) provide IP connectivity to on-board systems; 7) provide IP connectivity to external networks over multiple communication paths using RF systems comprised of encryption, modem and transceivers (i.e. SubNet Relay, HF IP, INMARSAT, and VRC-99 radio, a JTRS surrogate). Company/agency name, business description, and POC information. 2. Sponsor/Government POC information. 3. Product Name(s). 4. Product description(s) (to include the following): (This is not included in the 3-page limitation.) a. Physical and functional description of the item being offered (size, weight, power, external interfaces, etc.) b. Technical performance description of the item and relevant documentation (specifications, interface control documents, test reports, papers, etc.) 5. A statement indicating whether the respondent is willing to loan the Government the products discussed above for 90 days to be used for test and evaluation purposes by the SSC SD IPT personnel. 6. Explanation of how the item can be integrated into various platforms as an implementation option. 7. Procurement cost estimate of item or technology. 8. If not yet in production, provide the development status and the anticipated development schedule. THIS ANNOUNCEMENT IS ONLY AN EXPRESSION OF INTEREST. It is not the intent of the Government to reimburse vendors for the cost of submitting information and sample equipment in response to this RFI. Responders are responsible for all expenses associated with responding to this RFI. Future requirements and procurements are uncertain. The Government DOES NOT intend to award a contract on the basis of this announcement. The government will not recognize any costs associated with submission of information by interested parties. This is not a request for proposals and a solicitation is not available at this time. Questions pertaining to this announcement may be directed to the Contract Specialist, LCDR Patrick Ingram, via https://e-commerce.spawar.navy.mil. The Information Statements are due by 4:00 P.M. local time on 19 May 2005 and should be submitted electronically via https://e-commerce.spawar.navy.mil. Interested parties are encouraged to review the website regularly for updated information. Submitted data should not be proprietary information. If you cannot fully respond to this RFI without submitting proprietary data, please contract the Contract Specialist before submitting the data. The Government may initiate follow-up discussions with selected respondents to obtain clarifying information. Arrangements involving loaned sample equipment will be made separately after evaluation of the responses to this RFI. The Government will not be held responsible for any damage occurring during the testing/shipping process. Sample equipment will be returned to the vendors after all the tests are completed.
