Description
The purpose of this sources sought is to identify potential sources to rework 3,000 (3K) gallon per hour reverse osmosis water purification units (ROWPUs), NSN 4610-01-219-8707 and 4610-01-371-1790. Perform a Technical Inspection (TI) to determine t he repairs, services, and items required to bring each 3K ROWPU to serviceable condition. Inspections would be performed according to the equipment maintenance and serviceability standards identified in Technical Manual (TM) 10-4610-232-12. A detailed re port would be written for each ROWPU. The report would indicate the required maintenance actions, man-hours, and costs to complete the effort. Ensure that each refurbished 3K ROWPU would conform to the operational requirements/standards of TM -10 and -20 series Preventative Maintenance Checks and Services (PMCS) of TM 10-4610-232-12. Acquire all the required parts, materials, supplies, and items necessary to refurbish each 3K ROWPU. Provide all labor, manpower, tools/special tools, equipment, and facili ties required to perform the TI and refurbish each 3K ROWPU. Insure all MAMS are adhered to during this operation. In addition a thorough inspection of the actuated valves within the systems must occur in order to insure that only the media filter inlet v alve identified as V-16, has the four holes drilled in the valve disc. No other actuated valves in the system shall possess holes. Insure all electrical motors are checked/motor shop and rewound /new bearings as necessary. All pumps are to be rebuilt. L abels are to be replaced when needed. Multi-media are to be inspected and re-bedded as necessary. Repainting Desert sand (with corrosion removed to bare metal as needed). Any components removed to be re-installed with new hardware. Any and all gages to be re-built as necessary. All actuators are to be bench tested/rebuilt as necessary. All Aqua-chem models are to have roofs replaced, and KECO models only as necessary. Personnel Heater is to be inspected and rebuilt as necessary. Material replacement includes all Victaulic gaskets, O-rings, Sanitary gaskets and BII. Incorporate the following modifications in the 3K ROWPU refurbishment task. Apply Cartridge filter extension kit. Install/Implement dual basket strainers on all Aqua-Chem models. Apply RO membrane diagnostic kit. Apply Pressure Switch Kits. This notice shall not be construed as a Request For Proposal, Request For Quote, Invitation For Bid, or as an obligation on the part of the Government to acquire follow-o n acquisitions, however the Government may at its discretion award a contract(s) on the basis of this Notice, but is in no way obligated to pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Governmen t will arise as a result of submission of responses to this notice and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and pres ent it as an addendum to the non-restricted/non-proprietary information. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME, however the government will review responses to identify firms potentially capable of fulfilling the Governments requirements. A response to this notice in no way obligates the government to enter into a potential contract.
