- (i)This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. (ii) RFQ F3F0XP5076A100 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a request for quote (RFQ). Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm (iv) This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard: 532210; Small Business Size Standard: $6,000,000. (v) CLIN (0001) 1 Ea, Sound System Equipment and operation for Gunfighter Skies Airshow. (vi) A Site Visit is scheduled for 9 May 2005, 0930hrs MST at Mountain Home AFB, ID. The Site Visit is recommended to ensure that the customer?s requirements are completely understood. Prospective bidders? appearance at site visit will be considered in the evaluation of all quote submittals. All prospective bidders interested in attending site visit must email Lt David Leong at David.Leong@mountainhome.af.mil by 1200MST, 6 May 2005. The 366 FW requires a sound system, with adequate personnel to operate and troubleshoot, to provide quality sound for the airshows and events to be conducted from the 16th through 18th of September 2005. a) Non-personal services will be required to include all necessary labor, tools, parts, materials, facilities, transportation, and supervision to provide a sound system for coverage of an area of 500ft x 4000ft with approximately 55,000 to 65,000 attendants. In addition, remote speakers will be required for four (4) display areas in the hangars. i) System must be timed correctly so that there is no delay in sound throughout the area of 500ft x 4000ft on the flightline. ii) System design must provide complete, clear sound and coverage for any point within the flightline. iii) Sound system must be appropriate for both music and speech. iv) Personnel are required for operation and troubleshooting of system throughout the airshow and events. b) The period of performance will be from 1800hrs, 16 Sept 05 through 1800hrs, 18 Sept 05. c) Other than commercial power, Government-Furnished-Property (GFP) will not be provided. (vii) FOB: Destination for delivery to: Mountain Home AFB, ID 83648. Period of Performance is 16 Sept 2005 through 18 Sept 2005. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirments and Quality Control (QC). (viii) The provision at FAR 52.212-1 Instructions to Offerors?Commercial Items, applies to this acquisition. (ix) The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on a Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. (xi) The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
