MARKET SURVEY - REQUEST FOR INFORMATION Direct User Access Terminal (DUAT) Service This Market Survey- Request for Information supersedes the original notice, dated March 16, 2005, (Posting ID 4060). That notice was inaccurate, and did not reflect the agency's requirements and needs. As we stated in the original notice, on February 1, 2005, the FAA announced the award of the A-76 Public/Private Competition of the Automated Flight Service Stations (AFSSs), excluding the three (3) in Alaska, to Lockheed Martin as the Service Provider (SP). Correcting the original notice, please be advised the DUATS service is not needed as part of the SP's solution. In order to ensure that there is no interruption to the functional capabilities similar to DUATS, the existing DUATS service need to be extended. The Federal Aviation Administration (FAA) intends to negotiate and award up to two contracts to provide the Direct User Access Terminal (DUAT) Service. The contract type will be Firm-Fixed-Price, Indefinite Quantity. The contract will be for a twelve (12) month base period with one (1) one-year option period. The current contracts end 09/30/2005. The FAA is surveying the market to determine if qualified vendors are interested in this contract opportunity. The DUAT Service provides on-line current weather information, forecast weather information, Notice to Airmen (NOTAM) information, and flight planning services to authorized users. The DUAT Service is currently provided under two separate contracts, one each with Data Transformation Corp. (a small business) and CSC Information Systems LLC. Interested vendors should respond with a technical statement of experience and proven capability which will be reviewed according to the following criteria: ? Ability to provide Final Operational Capabilities (FOC) by COB 30 September 2005 with no gap in service ? Approved Qualified Internet Communications Provider (QICP) ? X.25 protocol experience ? NADIN II certification ? Experience providing aviation weather and displaying weather graphics ? Experience providing flight planning services ? Experience providing a 24 hour, seven day a week Help Desk ? Established customer base or demonstrated ability to acquire one ? Experience interfacing with the National Airspace System (NAS) ? Experience operating telephone and Internet based systems ? Experience providing information security ? Experience developing and maintaining large databases ? Upon initiation and at regular intervals, new vendors must undergo security certification and accreditation through development and submission of an FAA Security Certification and Authorization Package (SCAP) in accordance with the FAA Information Systems Security Handbook. Each criterion will be reviewed to determine vendor suitability. All criteria above must be met. This Market Survey-RFI will be used to determine the extent of industry interest in providing DUATS services. The FAA is aware that the incumbent vendors are qualified and interested. To assist you in responding to this Market Survey, attached are the current DUAT Statement of Work (SOW), the current QCIP Requirement Specification and the QCIP Advisory Circular.
