- The Federal Aviation Administration (FAA), National Headquarters, has a requirement for the acquisition of services to provide classroom facilities, equipment and instructional Advanced Avionics Courses. This will be a service contract with a performance period of one basic with four optional years. This Request For Offers (RFO) is a full and open competition. The FAA will use competitive acquisition procedures employing best practices for conducting a competitive procurement as authorized by the Federal Aviation Administration Acquisition Management System (AMS) of 1996. Offers will be evaluated and contract award made on the basis of "Best Value to the FAA". Issuance of this solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for the costs incurred in the preparation and submission of proposal. The solicitation document SIR/RFO DTFAWA-04-R-00952 is posted in conjunction with this announcement on the FAA web page. Proposals from interested offerors must be received no later than 10:00 am., EST, May 13, 2005. Proposals in response to this notification must be submitted in writing to the address specified in Block 7 of the Standard Form 33.
