- Description
- The Health Resources and Services Administration intends to negotiate on a SOLE SOURCE basis with University HealthSystem Consortium (UHC), 2001 Spring Road, Suite 700, Oak Brook, IL 60523-1890. The purpose of this contract is to conduct a comparative evaluation of the Federal D64 Internship and Residency Program as authorized by Title VIII (P.L. 105-392, November, 1998), amended by the Nurse Reinvestment Act (NRA), Public Law 107-205, August 1, 2002. The outcome of this contract will be the identification of the parameters leading to improved recruitment and retention of graduate nurses in their first professional roles, RNs changing nursing specialties and RNs returning to nursing. UHC shall implement the UHC/American Association of Colleges of Nursing (AACN) Model evaluation methodology revised for the Federal sector under a previous contract. The findings are expected to inform the Government on improving RN retention outcomes through internship and residency programs for nurses. The database and methods used in this project are those developed and in existence by UHC/AACN. The specific goals of this contract are to: 1. Complete building and maintain the developing database for grantees; 2. Provide ongoing technical assistance to grantees to promote participation; 3. Implement the evaluation of the Federal D64 Internship and Residency program using the AACN/UHC national evaluation model; 4. Identify outcomes between and among the various Federal sites and between the Federal and AACN/UHC sites contingent on signed publication agreement; 5. Provide extensive data reporting and analysis for each Federal program professional nurse populations in transition; 6. Follow nurses for five years of the study to track RN retention in nursing for each site, each cohort and each Federal program purpose using developed protocols and databases; 7. Provide progress and final reports summarizing the work of the project; and, 8. Inform the government about best practices to retain RNs in the workforce through the Federal D64 Internship and Residency Program by improved data collection and grantee accountability. The anticipated period of performance is for a one-year base and four one-year options. The statutory authority is FAR Part 6.302-1 and 41 USC 253(c)(1), only one responsible source, and no other supplies or services will satisfy agency requirements. A Justification for Other than Full and Open Competition has been prepared by the Government. This notice of intent is for informational purposes only, and is not a request for competitive proposals.
