- The Department of Energy???s National Nuclear Security Administration Office of Defense Nuclear Nonproliferation intends to award a sole source contract for a three (3) year period for strategic planning expertise with the Henry L. Stimson Center???s Visiting Fellows Program. The statutory authority permitting other than full and open competition is Section 303(c) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act [41 U.S.C. 253(c)(1)], implemented under FAR 6.302-1 (a)(B) which authorizes other than full and open competition where there is only one responsible source and no other supplies or services will satisfy agency requirements within the needed timeframe. This notice of intent is not a request for Competitive Proposals.
