- Description
- The US Department of Education/Office of Public Affairs has a requirement for news monitoring reports and transcript summaries of those news broadcasts to ED designated staff via email on a daily basis as well as CD or VHS tapes upon request. The reports shall also include metrics-based media values and audience estimates. This broadcast media monitoring service shall assist the Office of Public Affairs in measuring the results of its work done to earn media attention and helps the office understand if the general public has an understanding of its policies and programs. The broadcast news summaries provided shall mention the U.S. Department of Education and key Department of Education officials and their appearances and references on national and local news programs. (A detailed list of key words shall be provided by the Department of Education to the contractor). The news clippings shall be delivered daily and as early as possible in the morning before 9:00 a.m (eastern time) to ED designated staff via email and shall be delivered again later the same day upon special request. The Department shall be able to monitor the news in the top fifty or more news markets with the service. The news shall include stories from the programs that appear in those markets. The Government will make award to the offeror whose quote represents the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: price, ability to monitor the top 50 or more news markets, the ability to meet the required timelines, quality and experience.
