- Description
- Multiple Contract awards for Architectural/Engineering services (A/E) for the evaluation, design, and installation support of Courthouse Technology electronic systems in new and existing U.S. Court projects in any part of the United States of America and its territories. Electronic systems includes audio systems, integrated audio and video systems, video conferencing, telephone systems, and coordinated wiring and cable design for all courthouse technology programs. Work may include the design of other low voltage electronics systems. The projects will be located in new or existing courthouses and related judicial spaces, some of which will be historical and require special design considerations. The projects and related tasks may consist of conferences and interviews with appropriate Court officials; field investigation and analysis of existing conditions; acoustical analysis and other studies; cost and technical feasibility studies, including the evaluation of existing equipment and the feasibility of its integration or abandonment; proposing design strategies within known funding availability; development of design and performance specifications and related drawings; preparing design and installation schedules; monitoring and reporting individual and overall project cost, schedule, and administrative data; preparation of Government cost estimates; evaluating installation proposals; providing technical assistance and installation support; reviewing requests and change orders; and preparation of performance evaluations and recommendations for Government acceptance of installed systems or components for technical acceptance and completeness. This work will require close coordination with installation contractors, the General Services Administration, other government agencies, and architects and engineers engaged in the design of new buildings. The services to be performed will be in accordance with a Government-developed Statement of Work (SOW) included in standardized Task Order formats individually assigned to, and negotiated with, the A/E by the Administrative Office of the U.S. Courts (AO), the Districts of the U.S. Courts, and the Circuit Courts of Appeals. The AO and U.S. Courts reserve the right to negotiate with the successful A/E firms. The AO reserves the right to compete for additional A/E services. The period of performance for each Contract shall be from October 1, 2005, through September 30, 2006, and will include four one-year option periods. The minimum guaranteed amount during the Contract lifetime will be $15,000 with a cumulative maximum ceiling of $1.5 million during each period. The award will be made subject to the availability of funds. Evaluation criteria for each A/E, listed in descending order of importance, are as follows: (1) recent specialized experience and technical competence of the firm with all of the Courthouse Technology electronic systems as described above, with special emphasis on functional needs while maintaining strict cost controls; (2) professional qualifications of proposed team members for successfully performing the required services, including identification of any joint ventures and/or prospective subcontractors. If joint ventures and/or prospective subcontractors are to be utilized, identification of management oversight in place to ensure work is successfully completed; (3) past performance on similar contracts with federal, state, or local government agencies, and private industry for courthouse technology electronic systems or similar projects, in terms of cost control, quality of work, and compliance with performance schedules, including any awards, references, and letters of commendation; (4) a management plan to be used for each and all projects, which clarifies responsibilities for all tasks within a project, as well as demonstrating the ability to promptly respond to AO and Court staff on technical and maintenance issues; (5) demonstration of a quality control plan which follows a project from initiation to its completion to ensure complete and correct work; and (6) capacity to meet and comply with short performance periods, delivery order notifications, and travel notices. A/E firms which meet the requirements listed in this announcement are invited to submit completed Standard Forms (SF) 330 to the following addresses: U.S. Mail - Kevin Sullivan, AO/OIS/PMD, Suite 3-250, Washington, DC 20544; or Delivery Service - Kevin Sullivan, AO, One Columbus Circle, NE, Procurement Management Division, Suite 3-250, Washington, DC 20002. The SF 330, available from http://www.gsa.gov on the Internet, should address in detail all of the above mentioned evaluation criteria, including prospective subcontractor qualifications, as these will be part of the initial evaluation. No other general notification nor additional project information shall be provided. No Telephone inquiries. Use email if necessary. This is not a Request For Proposals. Firms desiring consideration should submit their SF 330 by 4:00pm EDT, May 31, 2005.
