The response date has been extended to March 4, 2005 Questions and Answers Solicitation: 02-NIDAIRP-2005 Title: Customized Leadership Training 1. Anticipated number of training iterations each year ?one 2. Anticipated number of attendees per course?Total = 25-30 3. Will the courses ALL be contained in the Washington DC / Baltimore corridor, or nationally? The course will be held entirely in Rockville or Baltimore, MD 4. Is there a vendor currently providing this type of work for NIDA now? If yes, what is the name of the contractor and are they eligible to bid on this one, too? no 5. How often will class be held? One time 6. What are the class sizes, highest number vs. lowest number? The pilot program will be offered to 7 people. The program roll out will be based on the pilot program and will be offered to an additional 20 people 7. Will delivery equipment be furnished ie. Chalk board etc? Yes unless specialty equipment is required 8. Will there be a need for special equipment for impaired students? Probably not 9. Will you please let me know if this is a new opportunity? If not, will you provide the name of the incumbent? This is a new opportunity 10. Anticipated/estimated # of classes 1 two-day pilot program and 1 two-day roll out program, follow-up one-hour individual phone coaching sessions may be added 11. Anticipated length of contract 1 year 16. One of my questions is about the format. Is there a particular format for submitting this? What is that format? Also, is it acceptable to email the quote? No particular format. All quotes must be submitted via U.S. Postal Service, Hand Delivery or Delivery Service The Solicitation mentions MBTI, but I use a different instrument, DiSC Indra by Inscape Publishing. (In my unbiased opinion it is superior to MBTI.) Is that acceptable, or do you absolutely have to have MBTI? No 17. Is there a separate solicitation document for this procurement? No 18. Is there a separate scope of work? No 19. Can we substitute a more robust instrument for the MBTI and FIRO-B in designing and training the NIDA senior management? If yes, we will submit a proposal. No 20. Can you please tell me what the parameters are for '100% small business set aside'. I need to know if we qualify. Contact the Small Business Administration 21. How many interviews will be allowed for the development of the competency models? Probably 7 or 8 22. Do you use the OPM leadership competency models? No 23. For the three topics that you have requested training (Effective Communications, Conflict Management, Motivation & Coaching for Subordinates), how many hours do you expect each class to be? We are aiming for a course that encompasses all topics and will go for two full days. The distribution of hours for each category of training is dependent upon the specialized needs of the organization (NIDA). It is incumbent upon the contractor to design a training program that meets NIDAs scope of work. 24. Are you currently using assessment instruments on your senior management team? If yes, please advise which ones? No. A survey on customer satisfaction was done a number of years ago. 26. Main differences between old statement of work and the current one? First synopsis/solicitation did not contain statement of work 27. Other question and answers from other contractors/persons All questions submitted by the February 4, 2005 deadline are posted in this notice 28. I assume you are looking for a firm fixed price quote? If not, please let me knowFirm-Fixed Price 29. It appears that the exact number of required classroom training days cannot be determined before the NIDA specific Leadership Competency Model has been developed and agreed to. If that is the case, how would you advice I price the training portion of this proposal without knowing the exact number of training days that will be required?
