- The purpose of this presolicitation notice is to inform vendors of the Virginia Contracting Activity requirement for linguist services in the Washington DC metro area. The contractor shall provide a workforce, herein called Contractor Personnel, possessing the skills, clearance, knowledge and training to satisfactorily perform the services required by this requirement.
