- NASA/DFRC has a requirement for writing the Second Edition of "Flight of Discovery". NASA/DFRC intends to have the author of the 1st Edition, Lane Wallace, write the Second Edition. The contractor will write an updated narrative about the story of Dryden after conducting oral interviews with a number of DFRC employees familiar with its technical achievements and its new directions, and also by consulting appropriate written materials, most available at DFRC. Ms. Wallace's most notable work is "Flight of Discovery: 50 Years of NASA Dryden Flight Research Center". Published in 1996, now a second edition of "Flight of Discovery" is in process, and Ms. Wallace represents the only author with the knowledge of NASA and Dryden, because she wrote the first edition. Ms. Wallace is also the only person with the qualifications to update the second edition swiftly, confidently, and in a way entirely consistent with the original. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on _____May 12, 2005____________. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
