Description
NAICS Code: 541990 The United States Environmental Protection Agency, under the Simplified Acquisition Procedures of FAR Part 13, is soliciting competitive offers for is seeking a recent BA/BS graduate or a BA/BS graduate student with at least one (1) year of post-graduate study, who is at least 18 years of age, who is a student (in good standing, enrolled in a post-graduate degree program, not necessarily carrying a full course load, but pursuing a degree at a recognized educational institution) to provide services under a contractual agreement in support of EPA research activities. The Integrated Systems Analysis (ISA) workgroup, a team of EPA researchers in Research Triangle Park, NC, is carrying out energy technology modeling activities in support of climate change analysis. In support of this work, the team is constructing a technology repository for the energy modeling community. The recent graduate/graduate student will support the ISA by providing input and assistance in the planning and implementation of a database design that will allow modelers to exchange energy technology information and by conducting initial technology characterization data collection from the literature. The Fiscal Year 2003 Consolidated Appropriations Resolution authorized ORD to acquire personal services through temporary or intermittent recent graduate/student services. The contractor should be a recent (within the last two years) BA/BS graduate or a graduate student who has completed at least one (1) year of graduate school. The student shall have prior experience or education in at least one of the following areas: environmental economics, environmental policy analysis, database design, energy systems, or project development. The student shall also be capable of carrying out a supervised literature review, including an analysis of the relevant documents and the ability to reduce review findings into a written report. The student shall have sufficient experience with spreadsheet software to develop new spreadsheets from existing templates and to make use of spreadsheet functions (e.g., equations). Applicants must agree to a background check, FBI fingerprint check, and suitability determination by the EPA. The student shall sign and date the Student Acknowledgment of Special Terms before work under the contract commences. The student will be required to register with Dunn & Bradstreet and register with the Central Contractor Registry (CCR). This work is expected to begin approximately June 01, 2005, through August 31, 2005, approximating 32hours per week, not to exceed a total of 455 hours. The principal duty station location is the National Risk Management Research Laboratory at Research Triangle Park, NC. The hourly rate of pay is commensurate with the level of education and experience, as follows: $14.20/hr for students with a recent BA/BS degree; $ 17.60/hr for graduate students who have completed one (1) year of graduate school.
