N00244 Naval Base 937 North Harbor Drive San Diego, CA Laura Maxwell 619-532-2365 This is published as a sole source announcement under the authority of the test program for commercial items (Section 4202 of the Clinger-Cohen Act of 1996). The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source pursuant to the authority FAR 13.501(a)(1)(ii). See Note 22. The NAICS code for this action is 621511. The Fleet and Industrial Supply Center (FISC) San Diego, CA intends to award a sole source contract to Fetal Diagnostics Laboratories to provide laboratory testing services for the Naval Medical Center, San Diego (NMCSD). Services required include accurate testing and interpretation of STAT (time) samples, with results provided within 24 hours after receipt of specimen, reporting to NMCSD with critical value within one hour of verifying results of testing, providing hard copies of laboratory test results within 10 working days of testing, and providing daily courier services to transport specimens from NMCSD laboratory to testing facility. Fetal Diagnostics Laboratories is the only known reference laboratory in the San Diego area that can perform the specialized tests for fetal lung maturity and L/S ratio, and can provide results within 24 hours after receipt of the specimen. The NMCD has numerous patients currently monitored through Fetal Diagnostics Laboratories, and any interruption in services may jeopardize the health of these patients and/ or their unborn children. It is critical to the long term monitoring of a patient?s condition that the same laboratory perform all the required testing and thereby maintain the integrity of the samples. Test results and patient diagnosis may be compromised if laboratory specimens are sent to a laboratory other than Fetal Diagnostics during the course of treatment of the patient. The proposed contract is for a base period of three months, from 1 July 2005 through 30 September 2005, with 4 one-year option periods to follow. Interested vendors may identify their interest and capability to respond to the requirement or submit proposals, and provide evidence of HIPAA compliance, CLIA certification and CAP accreditation. This notice of intent is not a request for competitive proposals. However, the Government will consider all statements of interest and capability received no later than 10 May 2005. A determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All statements of interest/capability documentation must be submitted via email attachment or fax to the attention of Ms. Laura Maxwell at 619-532-4957. Mailed documents wi! ll not be accepted. All questions pertaining to this synopsis shall be submitted by e-mail only. Solicitation N00244-05-T-0540 issued to Fetal Diagnostics will be posted to www.neco.navy.mil on or about 11 May 2005.
