Description
The U.S. Geological Survey (USGS), St. Petersburg, FL intends to make award, on a sole source basis, to Winning Ticket Corporation, North Miami, FL to lease a fully found and crewed vessel, with support equipment to use as a base for USGS underwater equipment deployment and 24 hour in situ geochemical monitoring on the reef tract in South Florida and the Florida Keys from Biscayne Bay to Long Key and the western Bahamas. Mobilization and demobilization will be in Miami, FL. Central to the success of the field work associated with this project is the use of a large submersible incubation chamber. Deployment of this chamber requires anchoring of a large boat to use as a surface platform for analytical equipment attached to the incubation chamber when it is deployed on the seafloor. The boat must maintain a very stable position, and this will require deployment of no less than 4 anchors. Vessel will operate between Miami, the Florida Keys Reef Tract, and Nassau. The contractor shall provide the fully found, crewed vessel and support equipment to enable the Government to deploy underwater incubation chambers with umbilical attachments to analytical equipment aboard the vessel. The Period of Performance for this vessel will be 10 days in August and 10 days in November 2005 and will be required to remain on site for 24 hours per day for. Exact dates will depend upon coordination of work with other agencies and relevant timing for seasonal ecosystem processes. The contractor shall be responsible for all preparations and maintenance of the vessel and vessel equipment necessary to ensure safe and proper working conditions. The contractor shall provide as a minimum crew, a captain and mate both experienced in marine diving and other personnel as deemed necessary by the contractor. The contractor shall obtain and maintain in effect all necessary permits (except research permits), inspections, certifications, and insurance required by Federal Statue or local government, or subdivision thereof, or of any other duly constituted public authority. Study sites will include environmentally sensitive areas. Navigation of a large vessel and deployment of anchors in these areas is prohibited except by permit due to potential danger of disturbing fragile coral reef habitat and of navigating in areas containing coral reef. Captain Barry Denton of Winning Ticket is believed to be the only source familiar enough with the coral reef habitat in Biscayne National Park and Bahamas and is the only known source with expertise in this logistically difficult field operation including (a) both fair and foul weather navigation; (b) navigation in areas containing navigation hazards (coral reefs); (c) precise four-point anchoring of vessels greater than 55 feet in length; (d) excellent assistance with scientific activities during field expeditions; (e) and excellent resource for knowledge and business contact information in every new location in which we have worked; (f) and accumulated and detailed knowledge of our field scientific procedures and the goals of our field expeditions.
