Description
THIS IS NOT A SOLICITATION FOR QUOTES; THIS IS A PRESOLICITATION SYNOPSIS ONLY. The primary purposes of this notice is to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. The National Park Service (NPS) plans to issue a contract for: * Scope of work: Remove existing water storage tank (hydro-pneumatic and approximately 500 gallons) and replace with modern storage tanks that do not require a compressor to maintain domestic water supply pressure. Remove existing electrical panels and wiring; eliminate surplus sub-panels; and install contemporary panels. Remove obsolete pump control panel and outdated auxiliary components and install a modern control system and alarm sub-systems. Rebuild and up grade the existing water system chlorinator, and the domestic/irrigation system back-flow control valve. * Additional information: Prior to May 9, 2005 contact John Norway, Deputy Chief of Contracting at john_norway. After May 9, 2005 contact John Chaney, Contract Specialist, at john_chaney@nps.gov. * Solicitation: A request for written quotes will be issued on approximately 5/12/05. . * Quotes due: Quotes shall be due on approximately 6/9/05. * Award date: Award will be made on approximately 7/7/05. * Duration of contract: The contractor shall be granted approximately 90 days to complete the project. * Estimated price range: $25,000 to $100,000. * Proposed Contract Type: Firm fixed price. * Labor Acts: The contractor shall adhere to the Davis-Bacon Act. * Quote Submittals: All responsible sources may submit a quote which shall be considered by the agency. * Contractor Selection: Quote submittals will be evaluated on a best value to the Government basis. * Price: All evaluation factors other than price, when combined, are approximately equal to price. * Significant Non-Price Evaluation Factors: Criteria 1: Past Performance - Evaluate respondents based on an assessment of the satisfaction of previous clients. Criteria 2: Offeror's Capability - Evaluate respondents relative experience with projects of like scale and complexity. Criteria 3: Offeror's Specialized Knowledge and Ability. 1. Training, experience and skill at: a. Installing Electrical Control Systems for Small Water Systems. b. Commercial 3 Phase Wiring. c. Plumbing pump stations and installing hydropneumatric. 2. Subcontracts planned for this project.
