Description
Eglin AFB FL has a requirement to remove/replace damaged electrical and related infrastructure at the Focus Site A-13B, Eglin AFB FL. The NAICS code for this requirement is 238210 and the size standard is $12,000,000. The acquisition is UNRESTRICTED. This is a Performance Price Trade Off (PPT) acquisition and award will be made based upon the best value to the Government in accordance with FAR 15.3. The Government reserves the right to award the contract to other than the lowest proposed price. This project includes, but not limited to, removing and replacing the hurricane damaged electrical and related infrastructure at the Focus Site A-13B. In general, the work will consist of removing and replacing the existing pad mounted transformers, lighting circuit and receptacle breakers, and panels at the hard stand, pad 1 and pad 2. The pad mounted transformers at the three site locations will be grounded with an underground counterpoise grounding system. This project will replace the three lighting fixtures and poles in front of Building 9289, as well as pole and lighting at the hard stand, pad 1 and pad 2. At Building 9289, the public announcement system will be repaired and the missing speakers will be replaced on the building and at the hard stand pad 1 and pad 2. This project will also replace damaged and missing lightning rods on the 300-fooot tower and the energy chain and associated mounting. The wiring to the two laser box enclosures will be repair or replaced as needed. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete and in accordance with the specifications and drawings. Performance period is one hundred and sixty (160) calendar days. Estimated dollar range is between $1,000,000 and $5,000,000. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Government?s Electronic Posting System (www.eps.gov) ON OR ABOUT 18 MAY 2005. The ESTIMATED PROPOSAL DUE DATE IS 20 JUN 2005. No response to this notice is necessary and no Source List will be maintained. Prospective contractors must be registered in the DoD Central Contractor?s Registration (CCR) database and Online Representations and Certifications Application (ORCA) (orca.bpn.gov) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR or ORCA database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. It is recommend registering immediately in order to be eligible for timely award. FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROJECT. No award will be made until funds are available to make payments under this contract. The government reserves the right to cancel this solicitation either before or after close date with no obligation to the offeror by the Government.
